Input file broken on IE7 and IE8

Since webform file fields use the new "managed_file" element, introduced in 7.3.16 version, the input files are broken on IE7 and IE8, the browse button is cutoff and user can't upload a file. (See snapshot joined).

I noticed that input file in administration pages are broken too, so it's not specific to webform module, but it's more problematic on front-end...

More generally, with "managed" file, user have to click both on the browse and the upload button, so i'm not sure it's a better solution than simple input file.
