noob. What is the best practice to create a File Index?

What is the general best practice for creating a file library?
What are the Fields and Types that I should use?

I want to keep a filename, revision code (such as a SVN revision number), a description, etc.

I would like to upload the file: 1GB+ in size. and attach that file to another node that would describe the project.

I really like the idea that is represented in the Drupal Modules library with the "production" "other" "development" modules table/revisions and links. But, as a newbie, I'm not exactly sure what the best practice and approach is to get something similar.

Panels? Sub-Panels? Custom Panels / Views? / Elements?...ahyaaaah.

I have installed File_Entity/Media/JUpload/CCKUpdate/Reference/JQuery/Linkit/Tokens/Rules/Storage API/Views/WebForm/Workflow/etc.etc.etc.
