IMO that's more logical as the dependency on Taxonomy module is given:

Title: Package should be "Taxonomy" in .info file (instead of "Other") » Package should be "Fields" in .info file (instead of "Other")

Actually this should be using the package = Fields is the more appropriate choice since its primary purpose is to provide a field widget. Also 'Taxonomy' isn't really a true package.
