The box is checked for "Require e-mail verification when a visitor creates an account"

But, when I went to test, it did not send an email verification, just an email confirmation that an account had been created and required administrative approval. As an administrator, I got an email that a user had requested an account and to edit the account, given a url for the new user.

I used Firefox to create the account.

I searched for "email verification" in the issues list, and found nothing. I also searched and posted an issue for drupal. Wondering if there might be know issues with other modules. (Captcha, Recaptcha were installed but not enabled)

I have another drupal site that is NOT drupal commons, and this feature works just fine, though access rules seems to be broken.

If the admin user got the email and not the new account, that seems to suggest the emails are working.

Have you checked your spam folder for the account you are registering with?
