The Rules actions payment_rules_condition_payment_uses_payment_method() and payment_rules_condition_payment_uses_payment_method_type() will cause errors when used on payments that do not have a payment method set.

I forgot to mentioned I applied the patch in #1870100: Rules conditions to check a payment's method fail if there is no method. No errors now.
