USERS SENDING EMAILS from my site to all congressmen at once... Is there a module for this???

Hello there!

I´ve been looking for a module that could be of use for an email campaign for a NGO.
I would need something like Geenpeace of savetheinternet.org. Let me explain what I need:

I need people to complete a form with their name, email, and a texarea already filled with the letter´s content (but the user can edit it), and when the user click the send button, it sends the same email to all congressmen (and a CCO to the webmaster).

I´ve been looking to the petition module, but it´s of no use for this. And I don´t know how to twist the tell a friend module for doing this....
