Optimize the UI of CKEditor so that it presents well when editing fields in place with Edit module.

Problem/Motivation

We need to adjust the UI of CKEditor's in place editing toolbars to present well with the Edit module's in-place editing capabilities. This likely involves some sort of embedding of CKEditor’s UI into the DOM structure that Edit provides.

Any changes to the UI must consider regressions in accessibility. New patterns need to be tested for accessibility.
