merlinofchaos commentedThis is kind of weird to me. The contextual links, in that case, should live outside the layout, shouldn't they? For example, when panelizer is used to override a node teaser, the contextual links still appear regardless of which layout I've selected.
Plus, why would flexible be the only layout to do this? Regular layouts don't do this. There's something wrong with the approach here, maybe I'm missing something. But maybe display suite has a bug?
