Best way to give users ability to create new form topics?

I need to allow a group of site administrators the ability to create new terms in a certain vocabulary which will be forum topics. If I give them permission to 'Administer vocabularies and terms' then they have too many options.

I was thinking of hiding the other options with CSS. I know its not completely secure but should be OK as only a few people have this permission. The reason Im reluctant to install an access module is im already using 2 and I hear that they dont always play well together. Is this a founded concern?

Are there any other solutions I havnt thought of? Im using the advanced form module.

Use the inline entity form

Use the inline entity form module. This will allow them to add existing as well as create new taxonomy terms without ever leaving the add forum topic screen. They will never have to venture into the taxonomy admin area ever.
