Coordinate release with linkchecker [#1872986]

Since we have the HTTPRL support integrated into linkchecker I'm ready for a new release. :-)

For the reason of #1870850: Global Timeout not working as expected. we need a new release or every linkchecker user will run into cron crashes.

When are we able to get a new HTTPRL release with this bug fixed, out of the door?
