I need to give a group of site admins the ability to create new terms in my forum vocabulary. If I give therm permission to administer forms then they have too many options. Does this module provide any interface or settings to help with this situation? Thanks

No, nothing like that in AF. Forums are taxonomy so you might want to have a look at the various taxonomy access modules and see if any of those would allow creating terms in a specific vocabulary.
