Question about 5 maxximum submits per hour - Contact Form

Hi,

I new in Drupal, i have two questions:

1 - The maxximum 5 submits for anonymous users is filtered by IP ? Or it's really 5 connections for all anonymous users ?

2 - Where this parameter is set ? I search, but not found.
