The menu_minipanels.make includes a reference to the qTip library, but the URL is not working.
Download fails and the process is then unable to complete.

The original URL seems to be working again, but downloading from github is probably more reliable anyway, and a lot more .make file will already depend on github being up compared to craigsworks.com.

There were two duplicates of this issue: #2410397: Qtip 1 is obsolote and can't be downloaded anymore! and #2356387: Please use versioned project for qtip.
