Hmm... from the above, I'm not sure you know what you need.

If your goal is to create a shop that sells themes, then the above may be what you need.

If your goal is to theme a great variety of sites, then I suspect what you need is a designer familiar with Drupal, and a themer (who can work together). This will generally be more effective for specific sites, that trying to design general purpose themes, as such a team is likely to begin with a good base theme and go from there, instead of starting from scratch.
