works fine here. Only two reasons I can think of off the top of my head, folder level permissions or incorrect extraction.

because i have done it before easily and successfully and all permissions were set to 755 but you will see someone helped me solve it in issue queue - however it was with module libraries i've never had to install before AND was not even enabled but must have done something to system before enabling.

not sure how you installed in past without the libraries module. I've never seen a version that did not require that as a dependency.

in his videos for my first site i followed his instructions which was to simply create a libraries folder and that worked and continues to work- never had libraries module on that site which is a photography site so main module in action is colorbox.

further research indicates that old versions (1.x) of colorbox did not require the libraries module. However, noted on the colorbox project page new versions (2.x) (which is what you must have installed) does require libraries module.
as an aside it helps to mention which version of modules are in use especially when more than one version exists.

i can't see where it says make sure to upload libraries module and it was only literally a couple of months ago it didn't require it- that's a BIG change needs spelling out. it has a small line in dependencies but it should be up the top with plugin.

if it's listed under dependencies, I wouldn't consider it small. However, suggestions for project page changes can be made in the issue queue of the module in question. It should likely also be mentioned in the README.txt file of the 2.x release. Perhaps you can contribute your first patch? then "they" can include you.
2.0 was released November 19 2012. That said, if you installed before the aforementioned date, it further supports that the previous install was the 1.x version.
libraries is listed as a dependency in administer -> modules -> colorbox under "requires". At which point, libraries would have been labled (missing).
as an aside, if installing modules with drush (not that you are), it's important to keep up with changes in the drupalsphere. development moves fast. Assuming from one install to the next that nothing has changed can cause confusion and frustration.

why i have installed drush but i have been busy learning such things as optimising performance and security and mail on a VPS that in itself has taken the last 2 months of my full attention since I was first playing around with colorbox! I can't be everywhere at once so i do appreciate things being spelled out and because the plugin has been really spelled out on there, just assumed a little thing such as ANOTHER WHOLE MODULE dependency might be a good thing to make really obvious.

ah, well if you installed with drush you wouldn't have read the project page nor the readme.txt file so ...... it's moot in your case as no matter what the maintainers did it wouldn't have helped.

However, remember that thoughts aren't facts. drupal.org trackers speak for themselves. mine produces evidence to the contrary including past threads of yours in which I've participated, while your tracker illustrates the vampire that you've been since you joined drupal.org.
