Odd article rendering page

Hi all.

First of all, i have to say that Im complete noob, and that I am trying to fix this only because this person have nobody else to do it for them.

Basically, when user is not logged in to site, he cannot post comments.
However, when they are, they obviously can.

Now problem is that when user is logged in, no matter what I do comment form and comments itself are always rendered before the content itself, and I have absolutely no idea how to change that.

I have read something about some "weights" of fields and that it control how fields will be rendered, but again have no idea how to change it and more importantly where.

I went to Content types, and I dont see comments anywhere in display fields list so that I can move it with higher weight.

Any help is more than appreciated!
