In #1847198: Update the structure returned by hook_toolbar() we finalized the API for hook_toolbar(). We still have to decide how the pre-render and theme functions interact.

Some changes to consider (not necessarily a complete list):

  • Remove drupal_render_children() from toolbar_pre_render().
  • Replace the '#heading' property of the tray with a property of the toolbar item.
  • Generally review the code.
