Currently, user_register is set to USER_REGISTER_VISITORS_ADMINISTRATIVE_APPROVAL. This needs to be set to USER_REGISTER_ADMINISTRATORS_ONLY in my opinion. I don't think it is good to allow anonymous users to create accounts as soon as a site is created with the Guardr distro. The current setup allows mischief such as spamming.
