Term view with 'Taxonomy term: Content with term' relationship and 'Content: New comments' field hides terms with no comments

I have a term view of terms with the field of 'Taxonomy term: Name'. I also have a relationship of 'Taxonomy term: Content with term' and a field of 'Content: Title (Title)' using this relationship. So far everything works fine.

The issue is when I add the field of 'Content: New comments' which also uses this relationship. Now only the terms which have nodes with comments are shown. For these the 'Content: New comments' field works as expected, but all terms with no nodes aren't shown.

If I go to my relationship and select 'Require this relationship' then the view is exactly the same (previously that option was unselected).
