I use Komodo on both Linux (Fedora) and Windows machines. All the development happens on a remote server (Linux; Ubuntu / Fedora) where Apache is running.
Added Drupal to the resources of Komodo so that all the Drupal functions will be autocompleted.

I use Eclipse and the Drupal plugin for it (http://groups.drupal.org/node/39938)
It has plugins for SVN and Git if you use either of those.
