Module to allow payments to be sent?

I've searched for payment modules but they all are for users making payments to the site or dont specify.

What i'm looking for is a module which is intended for the website to make payments to the users, rather than take payments.

Is there a module which does this?

Afaik there is nothing in drupal that does this. This is really outside of drupals realm really and is something provided at the merchant/payment gateway level.
