I keep removing the date format in the authoring section but it keeps coming back. Therefore, I end up with:

"submitted by NewsSystem on Wed, 10/31/2007 - 11:53." which reflects the last edit rather than the last update.

No, that's how Drupal works (if I've understood you correctly).

To stop the date from displaying go to Site Building -> Themes -> Configure 'Display post information on' section.

I know, not the most intuitive place to have this option!
