new module suggestion: A better look for the permissions table, that will allow administrators to easily review permissions and not miss an important configuration setting that may compromise site security.

If you have a suggestion, get involved for the UX rework of the permissions page. http://drupal.org/node/1765576

As for your mockup, I think it only address a very small issue in an otherwise huge problem with the permissions page. Searchable, collapsible, select all and hierarchically organized are a bigger priority for me.
