Action - System - Page redirect -- What is this supposed to do?

From the sounds of it and everything I can find, this would redirect to a url or node.

However that is not the case. From what I can tell this action does not actually do anything at all. I have tested with multiple event triggers and cannot seem to get pages to go anywhere besides their normal destination.

What am I missing here?
