Issue Summary
On my latest round of drush ups, ckeditor-download failed on every single site with the output:
Command ckeditor-download needs the following module(s) enabled to run: ckeditor.
I tried manually enabling it, it doesn't do anything, because the module is already enabled.
drush version 5.7

Same here, on drush version 5.8.
CKeditor module version: 7.x-1.12
CKeditor itself: version 4.0.1

I got the same problem.
Re-enabling the ckedtior (and l10n_update, got the same error) module and a "drush cc all" worked for me.
