How to swap the order of content in Header

My search box came with the Bartik theme.
I created a Menu and called it Utility Menu. I them moved it to the Header region of the page.

I would like my Utility Menu to be displayed on the left hand side of the search, now it is displayed on the right. How would I go about swapping the order of appearance? Should I have created a Node for the Utility Menu I created?

Also, the search box is only displayed if I am logged in. How do I make it display all the time?

If both the menu and search

If both the menu and search box are from blocks you can re-arrange the order on the block admin page. If they are the themes page.tpl.php directly you will need to edit that file.

As for search, you would need to grant permission to anonymous users to search.

Actually my bad. The search is also a block. It was there by default, I didn't create it so I was a bit confused. They are both set to display in the Header region though. How do I sort the order now?

For the search block, I've got no ticks selected.
If you select no roles, the block will be visible to all users.
However, it is not displaying when I log out :S

On the block admin page, drag

On the block admin page, drag the blocks to change the order.

Block visibility only controls who can see the block (not if they can access/use the functionality). You need to visit the permissions page (under people).
