How do I hide Taxonomy Ticker unless there's something to show?

Description
I want to use TT for urgent notifications. For best effect, I want its block to appear only if there's something to show, otherwise nothing (no empty block, no title, nothing). This needs to be pretty simple to use; users should only have to post a notification for the block to appear.
How can I do this?
