I want to use TT for urgent notifications. For best effect, I want its block to appear only if there's something to show, otherwise nothing (no empty block, no title, nothing). This needs to be pretty simple to use; users should only have to post a notification for the block to appear.

How can I do this?

You can create a seperate vocabulary and term for that and add a node to this category to have TT display a message and link to this node.
