Backport and expand tests

Tests were not part of the backport, we might want to add them.

Backporting tests should now be significantly easier: #1968724: Refactor includes/pages.inc to closely resemble Drupal 8's codebase: controllers, MetadataGenerator, EditorSelector, etc..
