If there are clickable elements in the page that run too close to the topbar they end up being un clickable.

Steps to reproduce apply the css in #1886664: don't display header on admin pages and then try to click on the breadcrumb. This UI glitch also shows up in other instances.

foundation puts a margin-bottom on the top bar which was overriding the links. i overrode that setting in drupal-overrides.scss
