admin and anonymous keep getting goodbye emails [#18868]

It appears that anonymous and admin users keep getting the goodbye mail, this should not happen.

I noticed this happening to me too, thanks for letting me know that I am not the only one seeing this problem.

I truncated all the *paypal tables in my database, and have not had this problem since.

I am closing this issue, since Drupal 4.x isn't supported anymore.
