locale_update_8001() makes updates to several block tables, which are no longer used folllowing #1535868: Convert all blocks into plugins. (This was added in #1222194: Rename global $language to $language_interface.)

Proposed resolution

Does this update need to run before the block update(s) to be added in #1871700: Provide an upgrade path to the new Block architecture from Drupal 7?

Yeah we need to rename blocks in the process. Sounds like this should happen as part of #1871700: Provide an upgrade path to the new Block architecture from Drupal 7?
