What is the /admin/settings equivalent in Drupal 7?

I was looking at a Drupal 6 website and it has a /admin/settings section. I can't seem to find the equivalent to it in Drupal 7.

Any suggestions?

Also, how does one promote sections to the /admin/settings area?
