intermittent failure of blocks to appear

Hi,

I have an intermittent problem whereby the blocks on the left and the top either appear wrongly or not at all.

Typically, if the visitor clicks on a language flag, the new page displays correctly, but when s/he clicks back to English, the body goes back to English but the blocks stay in the language.

And on another occasion no blocks at all appeared for maybe an hour or two.

However, most of the time all is well and I have no idea what provokes this - my hosting company assures me that there were no performance issues at the time the problem was occurring.

I would be very grateful to anyone out there who can help.
