I wanted to include a shopping cart system in the current project I am building and found out that the "e-commerce" module was the culprit to collapsed overlays. By no means do I know where within the module this bug might be, but removing the module will reinstate the overlays.

Extra note: The module was not even enabled and it caused this failure of overlays within the site.

I hope this helps with anyone that is having the same problem.

Installing this module and activating Store causes the configuration page to go blank.
