If I wanted to add a term to a vocabulary when I create a new piece of content, how would I go about doing this? I would like the content's title to be used as the taxonomy term. Maybe there is a module for this, could someone point me in the right direction?

Of course the they would be linked so when the content type is deleted the term would also be deleted.

The only way to do something close to this would be to enable free tagging and enter the term/s on the fly. I don't believe there is a module that will pull terms from a title.
