Issue Summary
For multilingual sites it should be possible to specify a different Privacy Policy node for each language. This can be done by implementing hook_variable_info in the module. Patch to follow below.

Here is the patch. To make this work, first clear the cache. Then go to i18n variables (admin/config/regional/i18n/variable) and enable Privacy Policy Link in Other variables. Now when you go to the Cookie Control settings page you should see THERE ARE MULTILINGUAL VARIABLES IN THIS FORM at the top of the page. Select each language in turn and enter the appropriate node id for the Privacy Policy Link.
