Address install-time timeouts by allocating sufficient time for features rebuilding

A common problem when installing Open Outreach is hitting page timeouts when features are rebuilding.

While we've largely addressed this problem in Debut by rebuilding at enable time, we could also consider selective use of drupal_set_time_limit(). 240 is the value used in D7 core for processing heavy tasks.
