Issue Summary
My clients has site which layout consist of blocks of content on different rows. Some rows have just one column and some rows have two or three columns (= blocks of content side by side).
My client would like to be able to easily change the layout and choose whether to have 1-3 columns on a row. The Builders layout editor is a bit cumbersome for changing things very often and it don't allow to add rows in between other rows.
How could I achieve a system where blocks could just be dragged around between rows and creating more columns right away without have to change the whole layout?

The only solution Panels can offer there are mini panels, where a single block can actually be a panel all its own, and have its own layout. At this time, that's all Panels can offer to do the kind of things you're asking for. It is not an ideal solution, but it can be a passable solution.
