This is a request from a customers point of view.

Many businesses also have the need to keep up a stock, and frequently reorder the same kind of products from a supplier. They have multiple suppliers, like stores have multiple customers.

So a Stock List for a business, e.g. to be implemented from an intranet site, shouldn't be that different from a stock list a store uses. Only supplier and customer are swapped, right?

I can sort of understand the story bu I am not sure what sujested functionality you think the stock module can provide.
Can you please provide more details

Probably Commerce Stock should not provide this functionality, as the majority of users will only use a Stock for the products they sell in their shop, and not for the products they themselves need to buy. I'm not sure whether I'm presenting an edge case here.

One approach is to have transactional stock entities those can have a state and a location, If you look around the issue q you will find more info.
I think this can handle many use cases, however I don't think it will make it any time soon .
