Release notes

The 7.x-1.0-alpha3 has been out for a month with zero bugs in the issue queue. It now looks as if it is stable. I am making this version a release candidate.

There is no bug fixes or new features in this release (i.e. it is identical to the development snapshot of Dec. 20, 2012). The only difference is an upgrade in "status" from alpha to release candidate.
