We have created a custom theme that is a subtheme of Spartan, as recommended in the OpenPublic documention. However, upon reviewing the Spartan code, it doesn't look like the theme does that much. Could you tell me what the purpose if of sub-theming Spartan rather than Omega directly? Is it possible (and supported) to sub-theme Omega theme directly in OpenPublic?

TMK, yes, you can theme however you want

Recommendation to base off spartian is in case spartian does add more complex features
