I am using Panels Tabs module and I found pretty much every theme had a problem with displaying Tabs in IE (9) aside from Bartik, which worked perfectly on all browsers including IE. However, Bartik Responsive, which is built on it has similar symptoms and breaks Panels Tabs, where as the original Bartik works fine on IE.

Could you please check into this?

I'm not familiar with Panels Tabs. Does this occur with any other "responsive" theme. Can you provide a screenshot or a link to your site to show the problem?
