how can i add views to panels
when i wanna to add content to region there is no choice for view

Do you have Views Content Pane module activated ??
Then when you add content in a region of your Panel , you 'll have a Views option to select it.

is Views content panes module or sub module?

i cant found it as module ?

It's a CTools (Chaos Tools) submodule. Check if you have activated.
