There is a weight setting on the payment method, but there is no way to set it in a user friendly way. A drag'n'drop solution on the payment methods listing would be nice for a seamless admin experience.

Agreed, I'd also add that it would be nice to add a "configure" operations link that jumps straight to the action settings for the payment method so you don't have to click again on edit to update your API credentials and payment settings.

That said, we'll see what's possible. We don't control this output, and tabledrag requires the use of a form... might not work.

I'd love it. As this seems now as an issue for UX of payment method listing, checking the payment settings validity before enabling a rule would be a nice addition too.
