Hi,
I added new field: field_status.
now, the table field_data_field_status is empty.
until I re-save each node the default value or else is not set.
How can I use rules to run on all the nodes with that field and add/update the field_status for example to 3.

I wouldn't use Rules for that - I would use VBO.
