When the Rules action is changed from Commerce Checkout Complete to Order Update and an Order is Updated, this error is thrown:

ErrorException: Contact id required to update contact. in _commerce_civicrm_update_contact() (line 408 of commerce_civicrm.module).

This error prevents an Order from being updated and is a critical issue under these circumstances.
