The "Access inline editing" doesn't seem to be granting that permission. I've given that permission to selected roles, and the in-place editing block isn't showing up. Those roles have permission to edit content normally. I've even tried granting higher permissions such as "Administer content" and "administer content types." I can only see it as user 1.
I'm also running Content Access, but the selected roles have the correct permissions and can edit nodes normally.

Is there some other permission needed in order to see the block?

ok that was stupid of me. I declared 'access edit' in the perm callback but used 'access inline edit' everywhere else.

It's fixed, you should clear caches and grant the permission again for it to work.

After update, I just had to reset permissions for inline editing (all the boxes became unchecked).
