The configure menu path in the info file looks like so: configure = admin/config/media/file-system

What is missing is a path to the relevant Pathauto settings at admin/config/search/path/settings.

A workaround might be some hint and link to that avail on either the file system settings page or at admin/config/media/file-system/transliteration.

I think the Pathauto documentation should include info about its integration with Transliteration (doesn't it already?), not the other way around :)
