Coupon getting applied to order, but amount charged to the card is unchanged.

All indications on the site show that the coupon is getting applied. Even the credit card info that shows if the payment was accepted or not shows the discounted price. The email to the customer, everything, it all looks like the coupon is getting applied. BUT the amount charged on the card is the full non-coupon price.
