Messages should reflect password strength requirements and enforcement levels

The messages presented to the user while they type in their password should reflect the strength requirements and strength enforcement levels configured on the site. Currently, if the required strength is "Medium" and the user types in a medium password, it tells the user that the password must be stronger.
